Global Action Without Global Governance: Building Coalitions for Climate Transition and Nature Restoration, is the second output from the ITCEI initiative. It is a response to a sobering geopolitical reality: that the multilateral order is faltering just as the urgency to address climate change and biodiversity loss reaches a critical juncture. This third volume in the CEPR Paris Report series departs from conventional approaches by proposing a new architecture of international cooperation, one that does not rely on universal consensus, but instead builds momentum through coalitions of willing actors.
